Under Bill 102, municipal agencies were required to adopt a contract management policy no later than January 1, 2011. Municipalities have done so, and the policies adopted range from very basic to highly elaborate.
This training session is designed for those interested in learning more on the matter and taking a closer look, with their peers, at a document that every municipality must now have. The workshop will begin by examining the various policies already implemented, identifying problems experienced during their implementation, and analyzing difficulties that have been encountered with regard to their interpretation. We will also draw connections with the upcoming municipal code of ethics.
The mandatory adoption of this policy has been accompanied by enhanced audit powers for the Quebec government that permit the Minister of Municipal Affairs, Regions and Land Occupancy (MAMROT) to issue fines, recommendations, and guidelines, and even initiate civil and/or criminal legal proceedings. The workshop will also examine the administrative and criminal investigation procedure that can result from allegations of improper contract management.
